Two newly elected Presidents : Nelson Mandela, President of the Republic of South Africa along with Theo van Robbroeck, ICOLD President, during the Opening Ceremony of the ICOLD Congress in Durban, 1994. ICOLD has often used in public debate Mandela's following quote :

“Political freedom alone is still not enough if you lack clean water. Freedom alone is not enough without light to read at night, without time or access to water to irrigate your farm, without the ability to catch fish to feed your family. For this reason the struggle for sustainable development nearly equals the struggle for political freedom. They can grow together or they can unravel each other.”

Deux Présidents nouvellement élus : Nelson Mandela, Président de la République Sud-Africaine et Théo van Robbroeck, Président de la CIGB lors de la Cérémonie d’Ouverture du Congrès de la CIGB de Durban en 1994. La CIGB a souvent utilisé dans les débats publics cette citation de Mandela :

"La liberté politique en elle même n'est rien si l'on manque d'eau. La liberté politique en elle même n'est rien si l'on est sans lumière pour lire la nuit, sans accès à l'eau pour irriguer sa ferme, sans pouvoir attraper de poisson pour nourrir sa famille. Pour cette raison, le combat pour le développpement durable est presque au même niveau que le combat pour la liberté politique. Ils peuvent croître ensemble ou se dégrader ensemble."
